Celeb 16: Dress ordered was 3" smaller than measurement ordered

I ordered 2 dresses from Celeb 16 . One was exactly as ordered. The other dress is 3" small in the bust. I sent photos showing the measurements that were clearly cut to small. I have sent the photos 10 times over the past 2 weeks and am getting no response. They clearly made a mistake and owe a refund.
